Charged – Arrested
According to a Jacksonville Sheriff’s Office arrest report obtained by local CBS and Fox affiliate WJAX, the girl was “weak and emaciated,” and suffered open wounds all over her body. Sheriff’s deputies originally visited the home earlier that month, they said, after someone called concerned they had not seen the girl in some time and fearing that she might be dead.
Sheriff’s deputies also said the girl had “shed skin from her body” when she was taken from the home late last year.
According to the sheriff’s office, Ebey denied that the abuse was the cause of her daughter’s problems and claimed that she injured herself while playing.
The 5-year-old was transported to nearby Wolfson Children’s Hospital to treat her malnourished state. There, the girl allegedly told police that she had been “handcuffed and tied” inside her closet, where she was allegedly forced to use a bucket as a toilet, according to the police report.
Two days later, her mother’s boyfriend was also arrested.
On December 23, 2021, 38-year-old Kenneth Trout was charged with one count of child neglect and two counts of aggravated child abuse, resisting arrest, and two drug-related crimes, according to arrest records.
According to Trout’s arrest warrant obtained by local NBC and ABC affiliate WTLV-WJXX, the girl’s brothers said she was severely punished when she, for example, ate from a jar of peanut butter.
An anonymous neighbor spoke to the television station and said that her knowledge of her alleged abuse prompted several phone calls, including the final call that led to the girl’s rescue.
“Disgusting,” said that neighbor in an interview. “I felt powerless for them like I couldn’t do anything for them. Even no matter how many calls were made, there was still no evidence until she was found malnourished and almost too late. I could never imagine, never. I tried to imagine, and I could never imagine. We wanted to see the girl because no one has seen her and that was her turning point. When she pulled her out on the blanket, they said she was using the bathroom or whatever. I saw her, she was wrapped in a blanket and she could barely walk.
The neighbor also spoke to WJAX.
“You could see ribs, you could see malnutrition, hair patches, bites all over the place,” he said, speaking of the girl and her siblings. “Everything varies with them honestly. All I could do is just report it. Distressing. Definitely heartbreaking. Oppressive.”
Since then, the children have been placed, together, with their grandparents. The girl was discharged from the hospital last Friday.
“It’s a game-changer when you see them fully dressed, they’re clean, they’re happy, they’re smiling, they’re laughing,” the long-concerned neighbor told the television station over the weekend. “They are still scared, but at least they keep smiling at the end of the day.”
