A statement from a member of the Prime Minister’s Office said the reports were “deeply distressing”.

Days after the alleged incident, a meeting was held between Senator Reynolds, Ms. Higgins, and a senior official within the minister’s office, the scene of the alleged crime. The Prime Minister’s Office admitted that holding the meeting at this location was an “oversight”.

She added that she “went out of her way to make sure my staff member felt empowered to determine how she wanted to handle the matter, and that’s still the case.”

Higgins did not make a Formal Complaint

ACT police confirmed that they had spoken with a whistleblower in April 2019, but the whistleblower decided not to file a formal report. “Victims always have a say in how far a police investigation goes, they can determine that an issue is not being processed and they can withdraw from the process at any time,” police said.

“It is not uncommon for an investigation to be stopped, not prosecuted, or restarted at a later time, at the request of a victim.”

Higgins said he chose not to file a formal complaint because of his desire at the time to protect the reputation of the Liberal Party and keep his “dream job.” He said he was given the option of working the May 2019 election campaign in Western Australia, Senator Reynolds’ home state or returning to his home on the Gold Coast.

He said he was told that he would not have a job after the election if he went to the Gold Coast.
